PDF Report Capture Tarball currupted

When downloading this for local testing the file is 612KB the file fails to install.
Using winZip I get Error reading header after processing 0 entries.
Using Ubuntu i get:
tar: Ignoring unknown extended header keyword 'LIBARCHIVE.creationtime'
tar: Ignoring unknown extended header keyword 'SCHILY.dev'
tar: Ignoring unknown extended header keyword 'SCHILY.ino'
tar: Ignoring unknown extended header keyword 'SCHILY.nlink'
